Canada's Enbridge is buying Houston-based <a href="http://www.mysanantonio.com/search/?action=search&channel=news%2Ftexas&inlineLink=1&searchindex=gsa&query=%22Spectra+Energy%22">Spectra Energy</a> for about $28 billion, creating North America's largest energy infrastructure company.
