WASHINGTON - California and Europe are doing it. Mexico and China are working on it. And state legislatures from New Hampshire to Hawaii are considering bills that would put a price on greenhouse gas emissions and require companies responsible for them to pay it. The rush is on to create carbon pricing schemes both in United States and abroad, the beginnings of a system designed to raise the cost of emitting carbon dioxide, cut consumption of oil and other fossil fuels and slow climate change.
