As Executive Director Bill functions as the Chief Executive Officer of the Illinois State Board of Investment (ISBI), which is the fiduciary for $17.3 billion in pension assets for the Illinois State Employees’ Retirement Fund, the Illinois Judicial Retirement Fund, the Illinois General Assembly Retirement Fund, and the Illinois Power Agency. Further, the Board is fiduciary to $4.3 billion in defined contribution assets. ISBI’s portfolio is conventionally allocated to domestic and international equities, fixed income, real estate, private equity, hedge funds, and infrastructure. Under Bill’s leadership, ISBI has become a national leader in areas related to diversity and corporate governance. Further, since Bill’s joining the fund in 2003, it has consistently exceeded its actuarially assumed rate of return of 7.0%; has surpassed its portfolio benchmarks; and has out-performed ISBI’s peer group of like-sized public funds. Further, Bill managed the restructuring of the defined contribution plan, including re-enrollment of all participants, resulting in more favorable construction of members’ portfolios and a dramatic reduction in costs. In 2014 Bill was named outstanding Large Public Plan Manager of the Year by Institutional Investor Magazine. ISBI is governed by a nine member board and is headquartered in Chicago. Consistent with Bill’s duties at ISBI, he has been quoted in the business press (Wall Street Journal, Financial Times, Business Week, Pension and Investments) and has appeared on CNBC and Bloomberg News.
