The Office of Financial Stability (OFS) was established at the Department of the Treasury under the Emergency Economic Stabilization Act of 2008. Although the authority of OFS to make new commitments of TARP funds has expired, OFS continues to be responsible for disbursing funds under commitments already made, which include programs to help homeowners prevent avoidable foreclosures.  OFS also is responsible for managing and disposing of previous investments, which currently consist of approximately $10 billion in outstanding investment in various banks, the auto industry, and other financial institutions.  OFS is part of the Office of Domestic Finance, which is part of the Departmental Offices.

As a Supervisory Financial Analyst (Deputy Chief Investment Officer) you will:

  • Manage the relationship with the financial agent on a daily basis, serving as a central point of contact for both the financial agent and the Treasury program offices that rely on the financial agent’s services, including the identification and resolution of business, technical, and relationship issues to support smooth operation of the program;
  • Negotiate new services with the financial agent, including the definition of new programs and related deliverables, development of work flows, policies, and procedures to support the new programs, establishment of service level agreements for the new services, and negotiation of pricing and agreement terms to cover new services;
  • Oversee a staff of lower level Financial Agent Oversight Analysts

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes all of the following:

  • Conducting highly complex and/or sensitive financial modeling of public and private companies;
  • Conducting monitoring and analysis of investments across various asset classes, and;
  • Carrying out investment management policies and strategies in accordance with policies and procedures established by a high-level organization.

 


The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
