The Montana Board of Investments (the Board) directs the investment activity and administration of approximately $20 billion in state assets, including pension, trust, and local government funds. The Chief Investment Officer (CIO) is responsible for the overall management of the Board’s investment activities and supervises the Board’s investment staff. The position reports to the Board’s Executive Director.
The CIO oversees and directs the Board’s investment activities including the state’s pension funds, workers compensation and trust funds, and general operating funds of the state.
Duties include managing asset allocation and the underlying investment strategies and overseeing all aspects of the investment process. Associated responsibilities include rebalancing assets, overseeing the selection and monitoring process for external managers, hiring and terminating managers, reviewing and recommending changes to investment policies, and presenting investment reports to the Board. The CIO may periodically report to the Montana Legislature and to the state’s pension boards on overall investment matters. Supervisory duties involve 5 direct reports amongst a total staff of 11, consisting of portfolio managers, investment officers, and investment analysts.
Qualifications and Requirements
Significant leadership experience in a similar investment setting, such as a public pension fund, endowment, or other large institutional investment firm
Ability to work effectively with a variety of audiences, e.g., Board members and staff, legislators, state officials, and the public
Proven investment expertise and management skills
Experience in managing complex investment portfolios, designing and implementing investment strategies, and dealing with the investment management industry
Strong verbal and written communications skills
Ten years of senior investment experience; professional investment credential preferred
Knowledge of Montana’s constitutional, legal and political investment framework in addition to familiarity with Montana’s current investment strategies
