Previously Randy was the Chief Strategist, Private Equity and Venture Capital for The U.S. Department of Commerce where he increased and supported world-wide foreign investment into and by U.S. private equity and venture capital. Of note, Randy: • Generated $1B in capital inflows to U.S. GPs from 1,000+ foreign-based LPs representing family offices, superannuation funds, pension funds, sovereign wealth funds, etc. • Increased exports of GP-backed portfolio companies by creating the Department of Commerce Venture Pipeline Initiative. • “The best international program in which CalPERS has ever participated”—designed/organized visits of U.S. LP delegations to Brazil, South Africa, and elsewhere as part of a U.S. emerging markets initiative. • Established key favorable bilateral policy positions by championing the U.S.—Brazil Venture Capital Working Group formation—served as U.S. Chairman of that group and in similar roles in other markets. • Mobilized broad internal political support for an ongoing comprehensive third-party funded program for entrepreneurship started under the George W. Bush administration as the Global Entrepreneurship Program and continued under Obama. • Leveraged $1.3M in private sector funding into $2.26M in two years via domestic and foreign partner matching funds by executing forums/exchanges that influenced 6,250 foreign national entrepreneurs and policy makers in 17 countries, 27 cities. • Designed and implemented first public-private partnership with The Kauffman Foundation for international entrepreneurship that resulted in bilateral entrepreneurship symposia and resources valued at more than $500K.
