Jay Willoughby joined the Alaska Permanent Fund Corporation as Chief Investment Officer in November, 2011. He serves the Executive Director and a 6-member Board of Trustees, appointed by the Governor. Mr. Willoughby is responsible for all the Fund's investment functions and provides guidance to a staff of approximately 15 investment professionals. Jay Willoughby came to APFC with 28 years of experience in the investment business, most of which included directly managing capital and people. For the five years prior to coming to Alaska, Mr. Willoughby was Co-Managing Partner at Ironbound Capital Management LP, a mid-size, global, long biased equity hedge fund. For nearly nine years prior to Ironbound, Mr. Willoughby held several positions with Merrill Lynch Investment Managers (MLIM). He began his years at Merrill as a Senior Portfolio Manager for the Merrill Lynch Real Estate Fund, before becoming Head of Research for Equity Funds. His final role at Merrill was as Chief Investment Officer for Private Investors, MLIM's $40 billion high net worth business. Earlier in his career, Jay also held roles as Managing Director for REIT Securities at AEW, Partner with The Crabbe-Huson Company in Portland, and Equity Research Analyst with Black & Company of Portland. Mr. Willoughby holds a BA in Biology from Pomona College and an MBA in Finance from Columbia University. He has been a Chartered Financial Analyst since 1991. Jay and Katie Willoughby have two children, Lauren and Jack. Mr. Willoughby's roots in Oregon instilled in him a love of fly-fishing, which remains a favorite pursuit (outside of investing) both in Juneau and on visits to family and friends in the Lower 48.
