Most notably, the former private equity mogul Glenn Youngkin won the race for Virginia’s governorship. It is a major warning sign for President Biden and Democrats that their legislative plans are under threat. In Virginia, Youngkin, who was previously a C.E.O. of the Carlyle Group, beat the Democratic veteran Terry McAuliffe in a state that Biden easily carried last year.
